On December 31, 2012, the Standardization Administration of the People’s Republic of China issued a national standard GB17625.1-2012 Electromagnetic Compatibility Limits—Limits for Harmonic Current Emissions (Equipment Input Current=16A per Phase) (hereinafter referred to as “New Standard”) which was put into practice on July 1, 2013 in place of the standard GB17625.1-2003 (hereinafter referred to as the “Old Standard”). According to the requirements in Notice on Requirements for Revision of Referential Standards of China Compulsory Certification (RJW  [2012] No.4), Notice on Relevant Issues of China Compulsory Certification in Case of Standard Revision (GRKL [2005] No.18) and Conference Resolutions on Version Substitution of Standard GB17625.1 and GB13837 by TC10 Technological Experts Group of the Certification and Accreditation Administration of the People’s Republic of China, China Information Security Certification Center (hereinafter referred to as “ISCCC”) formulates the execute solution of GB17625.1-2012 standard as below:

1. Holders of the certification certificate of products as per old standard may apply to ISCCC for substitution for a new one as per the new standards, which shall be completed before July 1, 2014.

2. Holders of the certification certificate of ITE with rated power lower than or equal to 75W may exchange a new certificate directly by submitting application of certificate exchange and type test report as per old standards.

3. Product test during this standard renewal is conducted by either of the following two methods: first, deference detection conducted by testing organization designated by ISCCC (test sample sent by certification principal); second, certificate renewal completed by qualified enterprise by choosing the way of “Supplier’s Declaration of Conformity”.

4. For standard renewal by means of “Supplier’s Declaration of Conformity”, the holder of the certification certificate as per old standards shall provide the “Supplier’s Declaration of Conformity” to prove the product meets the new standards, as well as the test report issued by the laboratory of the manufacturer/manufacturing enterprise (inclusive of OEM/ODM products from the manufacturer/manufacturing enterprise). The laboratory shall have the qualification of capability for testing as new standards recognized by ISCCC with mutual recognition of ILAC agreement according to ISO/IEC17025 standard. The test report presented by the laboratory shall meet the requirements of ISCCC.

Beside the “Supplier’s Declaration of Conformity”, the enterprise shall provide the following materials (in any form) for standard renewal:

4.1 Evidence for qualification of test under new standards of the laboratory of the manufacturer/manufacturing enterprise;

4.2 Certificate/description from the laboratory of the manufacturer/manufacturing enterprise;

4.3 Test report issued by the laboratory of the manufacturer/manufacturing enterprise according to the test report format specified by ISCCC.

5. According to the Conference Resolutions of TC10, the enterprise which chooses standard renewal by the “Supplier’s Declaration of Conformity”, shall accept the requirement of supervision and random checking by ISCCC after acquiring the certification certificate of new standard; refer to Appendix I for details.

6. Duration of certificate renewal by the way of difference detection by testing organization designated by ISCCC ( test sample sent by certification principal) is less than 4 working days, including less than 1 working day for acceptance, less than 1 working day for testing in principle, less than 1 working day time for authentication and evaluation and less than 1 working day for approval and certificate issuing, while that of certificate renewal by “Supplier’s Declaration of Conformity” is less than 2 working days.
